A new strategy to put culture at the heart of EU international relations
On 8 June, European Commission adopted a joint communication on new strategy to put culture at the heart of EU international relations. This first ever EU international cultural relations strategy is in line with the Commission's priority to make the EU a stronger global actor.
The main principles that will guide EU action in the field of international cultural relations are cultural diversity and respect for human rights, mutual respect and intercultural dialogue, cross-cutting approach to culture*.
The strategy will be realised through existing frameworks for cooperation.
European Commission puts forward three work streams to advance international cultural relations with partner countries:
- supporting culture as an engine for sustainable social and economic development
- promoting culture and intercultural dialogue for peaceful inter-community relations
- reinforcing cooperation on cultural heritage
As for cultural diplomacy, the European Commission proposes a more concerted and strategic approach, implying an enhanced cooperation with cultural institutes, reinforcing the role of EU Delegations, establishing EU Culture Houses, supporting joint European cultural activities and more.
The strategy must go through the Council of Ministers in November.
