Nous sommes convaincus que c’est dans la nature des arts de brandir un miroir critique de la société, et de briser les barrières  entre ses différents groupes. Cependant, notre secteur reflète-t-il fidèlement les communautés dans lesquelles nous vivons ?

Ce débat met en avant la nécessité d’ouvrir les arts à toute la société – à toutes les classes, les ethnicités, les religions, les capacités physiques, et les milieux qui la constituent.

Aujourd’hui, avec l’afflux de réfugiés et la diversité croissante au sein des pays de l’UE, nous nous efforçons plus que jamais d’amener ce sujet au cœur du débat public et politique.

Cultural work with refugees has a long history. It is a contentious area. Instrumental approaches to cultural work with refugees raise significant issues. This briefing outlines the contentions, provides a theoretical basis for the work, gives leading examples of cultural work with refugees, including work that promotes intercultural understanding and work that promotes fear. It outlines key findings and recommendations, which have a substantial focus on ethical engagement, aesthetic importance and societal wellbeing.

This briefing paper explores cultural work with refugees in Europe, analysing the current funding programmes of the European Union. The paper particularly focuses on the Erasmus+, Creative Europe and Europe for Citizens programmes. The findings are complemented by case studies and feedback from EU-funded projects under each programme. The paper provides recommendations for the future EU programme generation.

Arts Council England’s Head of Diversity, Abid Hussain explains some of the organisation’s recent initiatives to improve the diversity and accessibility of the UK’s arts sector. This includes: flagship disability commissioning programme, Unlimited; diversity strategic funding through its Elevate and Change Makers programmes; a big drive to capture diversity data and hold publicly funded organisations to account with it; and, adding budget categories for access for both artists and audiences into its funding application process.

Whilst stressing this potential for positive change, it is necessary to recall that processes related to the arrival of refugees, asylum-seekers and migrants can involve instances of fear, friction and isolation, affecting both the host communities and the newly arrived. Cultural participation and interaction can play an important role in alleviating this, but, above all, holistic and transversal policy approaches, involving public authorities and civil society and being sensitive to the needs of all, should be promoted.
